Ivanpah Solar Tower Generation Station
Working as a subcontractor to Sterling Energy Management, WK Palmerton Associates LLC’s principal consulting W. Kent Palmerton shepherded the entire Large Generator Interconnection Process (LGIP) for the Ivanpah Generation Station. The process culminated in a double circuit 230 Kv Gen-tie line built and paid for by SCE from Ivanpah to the El Dorado Substation.
Pacific Gas & Electric was the off-take party for the Solar power generated by the Bright Source Solar Towers. The facility was located in Southern California Edison’s service territory in the Mohave Desert. The original transmission studies established the ‘sink’ for the Ivanpah power in the Los Angles Basin. Power Flows from the project were calculated to impact SCE transmission lines causing Bright Source to have to pay for upgrades amounting to hundreds of millions of dollars.
After review and critic by WK Palmerton Associates, the Transmission studies were amended to show the sink for the power to be in the PG&E service territory, reversing power flows and negating the substantial upgrade exposure for Bright Source. Ultimately, we prevailed upon SCE to invest its own money to build the Gen-tie in a timely manner sufficient to meet Ivanpah’s energization schedule.
