WKPA has been retained by clients to provide Portfolio Management Services since its inception in 2004.

Further, W. Kent Palmerton has been actively involved in Power Planning, Contracts, Procurement and analysis for nearly 38 years – first at the Washington Water Power Company (now Avista) where he began his career in 1978, planning and modeling the Northwest region’s hydro power generation interactions with his own company’s loads and resources and those of the entire NW region.

In the 1980’s Mr. Palmerton was one of four principle authors of the NW Regional Council’s “Systems Analysis Model” (SAM) and primary author of the Financial Analysis sub-model that was used by the NW Regional Power Planning and Conservation Council and the NW Investor Owned utilities to plan the operation, expansion and environmental mitigation requirements for the Columbia River system.

Mr. Palmerton moved to Northern California in 1985 and joined the Northern California Power Agency. At NCPA he was responsible for all aspects of the planning and contract activities of the Joint Powers Authority, from real-time planning and seasonal optimization, to long-term planning and procurement. He and his staff managed a diverse portfolio of renewable/ intermittent resources for over 15 years serving the load of 10 Municipal Electric Utilities. Mr. Palmerton left NCPA in September 2000 to work with the Merchant Generators participating in California’s new energy markets.

From 2000 until the end of 2004 Mr. Palmerton was Director at Williams Energy Management and Trading Company, Henwood Energy, and Vice President at Constellation Energy. For the Merchants he managed CAISO market issues, government affairs, and originated structured power sales in the west for Williams and Constellation. Mr. Palmerton went back to his power system modeling roots while consulting for Henwood Energy, premier supplier of sophisticated production cost and risk assessment models for the power industry. Henwood Energy models are now part of the ABB slate of power planning and management solutions offered worldwide.

WK Palmerton Associates LLC (WKPA) was formed in 2014 to provide Management and Transaction services to a wide array of clients. In September 2005, WKPA was retained by the Power and Water Resources Pooling Authority to provide General Manager Services for the new Joint Powers Authority. Mr. Palmerton served in the GM capacity for ten (10) years – stepping down in September 2015.
